What is the complete CSS cascade priority order including layers and !important?

❓ Interview Prompt: Explain the full cascade priority including origin, layers, specificity, and !important reversal.

The complete cascade order (lowest to highest priority):

1
User agent (browser) default styles
2
User stylesheets (accessibility overrides)
3
Author stylesheets: @layer (declared order)
4
Author stylesheets: un-layered styles
5
Author inline styles (style="")
6
Author !important declarations (reversed layer order!)
7
User !important declarations
8
User agent !important

Critical: !important Reversal

Inside @layer, !important reverses layer priority. An !important rule in an earlier layer beats an !important in a later layer. This was designed so CSS resets can guarantee base styles are never overridden.

Code Implementation Example

css
@layer base, components;

/* In normal cascade: components > base */
@layer base { a { color: blue; } }
@layer components { a { color: red; } } /* red wins */

/* With !important: base > components (reversed!) */
@layer base { a { color: blue !important; } } /* blue wins */
@layer components { a { color: red !important; } }
💡!important reverses layer priority order.
🎯 Interview Key Takeaway

!important reverses @layer priority order. Earlier layer !important beats later layer !important.
